A sixth-generation Arizonan, Representative Justin Heap is a dedicated public servant with a strong commitment to serving the people of Maricopa County. With a diverse background in law and public service, Justin brings a wealth of experience and a fresh perspective to the role of County Recorder.

Justin earned his Bachelor's Degree in History from Arizona State University then went on to pursue a Law Degree from the Sandra Day O'Connor College of Law, where he honed his skills as a legal advocate. As a former prosecutor and civil liberties attorney, Justin has a deep understanding of the law and a proven track record as a champion of individual liberty and constitutional principles.

In 2022, Justin was elected to the Arizona State House, representing District 10. In his time in the legislature, he has distinguished himself as a principled leader and a fierce advocate for limited government and conservative principles. He currently serves as Vice-Chair of the Ways & Means Committee and the House Elections Committee, where he has worked to promote integrity, transparency, and accountability in all aspects of the election process.

As Maricopa County Recorder Justin Heap will restore voter confidence in our elections. He will work to ensure fair and accessible elections, protect the integrity of the voting process, promote greater transparency, and restore dignity to a Recorder’s office which has lost the trust of the public. Justin is committed to upholding the highest standards of professionalism and accountability in the County Recorder's office.
